Default Libraries Corrupt

Hello everyone. My default libraries appears to be corrupt. More emphatically, when I click any folder in the Downloads section, the folder opens up in a new window, and sometimes two identical windows open up. In folder settings, I set the folders to open in the same window. I even restored default libraries by right-clicking the Libraries folder. I even ran a sfc/ scannow and no integrity found. So, I'm assuming the registry has been corrupted. Any help is immensely appreciated.
