blank screen problem after resetting the tcp/ip

Hi,I'm running Windows 8.1pro in my laptop which is hp pavilion G4 .I was having limited access problem with the WiFi connection.so I tried using the device manager updating driver settings.limited access prob got solved.but Laterly was not being able to search using the Google chrome ,couldnt go inside inside any website.so I was searching for solution in YouTube.and found one solution which suggested to use the= netsh int up reset log command in the command prompt setting .then it took reset and suggested me to restart my laptop.now I'm trying to restart but the laptop only turning on and a blank screen only showing up.what I should do? Plz help

Make sure that you did not accidentally hit the Function key sequence to shut off the primary display.

When you boot it, can you see the POST screen from the Bios, before it boots into Windows?
