Solved 8.1 Newbie - images won't upload - uploaders simply hang?

I just received a Lenovo T450s running Windows 8.1 and no matter what I try, I can't get any pictures to upload.
They display fine but uploads to photobucket and tinypic just spin forever and never upload.
Speed tests indicate my upload speeds are at least capable of 20Mbs. The images average around 5Mbs per image.

Edit: I tried uploading to : Free Online Picture Resizer - Crop and Resize photos, images, or pictures online for FREE! and they uploaded about 50Mb and then hung there as well.

I apologize if this has been hashed out before, I tried to find it but no luck.

Well, it looks as if it was the Lenovo Password Manager causing the problem - it *seems* to be working now - slow, but working.
