It should not state that with Safe Mode. Try pressing the Auto Calibrate button on your monitor.

the monitor send message out of range.
monitor blank and i cannot do anything.

my problem solved.
i replace the better monitor (around $400), then login screen is appear.

my analysis:
1. this happened, because I think win8 safemode use bigger solution.
2. the cheap monitor before (below $100) don't support best auto res.
3. cable resolution analog vs dvi.

other solution: (not tested) if u don't have / cant borrow bigger monitor.
1. use 3rd party boot tools like easyre for win8
2. use origin win8 disc
then try system restore/ fix startup

Did you try booting from the Windows 8/10 installation media or recovery USB flash drive?

bcdedit /deletevalue {default} safeboot

I tried that in my computer and it worked.
