Can I ask a question why do you want to get rid of it that is where your favourite programs are kept that why it keeps coming back it is part of windows its self

You cannot, because it is tied to the OS and the Default profile. If there is nothing in there, just leave it there. It is not taking up much room, even if there are favorites stored in it. Of all of the links I have in mine. It only takes up 74.5 KB. That is a little more than old school computers came with installed on the Motherboard.
