Permanent Windows 10 Update Window

I have the windows 10 upgrade (below) permanently on my computer. I cannot kill it as it instantly reopens and is bound to the windows update process (wuauclt.exe). I have tried uninstalling the update that supplies GWX.exe , but to no avail.
It would be nice to be able to stop this window from showing up.

disable GWX,exe services/processes through task manager
rename GWX folder in system32 and syswow64
find the windows update, right click and select hide
delete $windows.~BT folder hidden on drive C (and/if) $Windows.~WS folder

disk cleanup > clean system file will also remove the hidden folders

I followed the steps but I could not find the gwx service. The rest of the steps I completed though but it still came up.

don't have windows 8.1 PC to give you snapshot of task manager
but if you sort services and process by name - you find GWX.exe
I believe it is only in there once, not sure if was service or process..

then reboot - icon should be gone

Sorry, It's not the icon (gwx) program I want gone. It is the above window, I had already removed gwx.exe.
The issue I'm having is with the window I screenshotted above. This window is unkillable and linked to windows update some how, as I mentioned before.
