Cannot connect to any servers, and setting problems

Ok so this problem has happened to me before, and the problem is that I could not connect to any servers such as Steam, League of Legends, Curse Voice or anything like that, but Google Chrome worked fine. I was also able to open Malwarebytes and update that. After I was not able to connect to anything (except the mentioned above) a few moments later It would just start to freeze up. I would not be able to go to the bottom right with my mouse and open the charms bar,or any other programs. I thought it could either be a OS problem or virus, so i scanned with malwarebytes...when it was finished it would not let me open it (like any other program). I tried to use the sfc /scannow command and the only way I am even able to switch between that and Google Chrome is by pressing ctrl+alt+delete and opening the task manager and clicking on google chrome then minimizing chrome, and repeating.

The scan just finished now and said it found corrupt files but could not fix them. When i boot my computer if i try to go to the bottom right and open the charms bar, I cant open settings so I have no idea what to do. I usually shut down my computer from the task manager. When I shut it down it says Task Hosk Window (or something like that) is in the background.

If I use windows key+ r I can open command prompt if that is of any help. PLEASE HELP, and thank you

I forgot to add but I am pretty sure i am using Windows 8.1 (almost 100% sure). I would check but i cant go to settings ;(

Can you open up msconfig.exe and set to boot into Safe mode?

Hello broe, thank you very much for replying. I am currently on my iphone because I am in safe mode. It is working fine, what should I do now? Thanks :) I would also like to add that when I restarted my computer it also said now that Intel Rapid Storage (something like that) was in the background when it asked me if I was sure I wanted to shut down

Intel Rapid Storage has been known to cause issues with 8. I would try removing it and see what happens. I had that issue with a Netbook that I used to test 8 on and had BSOD's with Intel Rapid Storage. Removed it and things went back to normal.

Sorry if making you tell me this step by step, I appreciate the help. It is uninstalled now, do I take my pc off safe mode and see if it works now?

Hello, my computer was working fine since I deleted the intel rapid storage, but once again it is not letting me connect to servers (like league of legends or skype, skype will right away say it is not respong) and is not letting me go to my settings from my charms bar. When I try to power off my computer it says Task Host Window is stopping it form shutting down still.
I can still use google chrome fine, idk why.
Does anyone know what the problem is?

If I get my problem fixed should I upgrade to windows 10? I'm getting really tired of this.

One more thing, sometimes the power in my room goes off sometime at night after I get off everything and am in bed (Power only off in my room). I'm pretty sure I shut my computer off before it goes off at sometime at night. In the morning I would sometimes have to go to the garage and open the power box and flick the switch for my room electricity to turn on.
