Icons missing from desktop on Surface

Hi,
A friend of mine gave me her Surface tablet to try and fix a few weird issues she's having with it. I've never worked with one before, but I'm familiar with Windows and would consider myself a power user.

She said the Start screen is missing her normal application icons and would like them restored. I've been unable to find anything showing how to do that, and hoped someone could help. Here's what the current screen looks like:

She was also saying IE was acting weird, but I didn't find any real abnormality yet. I ran Windows Defender and it found nothing. Is there any further virus scanning that needs to be done?

I thought it would be easier to just "Refresh your PC without affecting your files", but it complained that I didn't have enough space. This tablet has 25GB with about 7GB free. I've deleted all temporary files and there aren't even any apps other than Netflix installed that could be uninstalled to make space available.

How do I backup her configuration to a USB key? At that point, I can then just perform a factory reset, if I have to.

I'd still really like to know how to just restore the icons, if that's possible, however.

Thanks so much.

It works the same was as the regular install on a desktop or laptop. If she only has 32GB of Hard Drive space, what does it state in Disk Management? It does help if you have a Keyboard with the Surface, not just a touch screen.

It says she has a 300MB recovery partition, 200MB EFI system partition, 25.32GB bitlocker-encrypted partition, and a 3GB recovery partition. There's apparently only 6GB free space available.

Is the bitlocker encryption something that is done by default or did my friend intentionally do that?

Anyone else have any input here? I could really use some help.
