    Your System Specs don't reflect which version of Win8.1 your have. The Pro version or higher versions of Windows have that feature, not the Home versions.

    That is because it does not install if you do an upgrade for some reason. It will only do it with a Clean install. See the following for the instructions. Windows Cannot find Gpedit.msc Windows 7/8/8.1 - Fixed
