Windows stopped detecting usb devices how to solve it ?

I just connected and disconnected my android device to the usb on my pc few times.
Then for no reason i heared some times the sound of detecting the device on/off automatic i didn't do anything but i could keep using the device on the pc.

And now again not sure what happened but now when i connect my device to the usb device it dosen't detect i at all and also other devices. No sound of detection nothing.

What i tried so far ?

1. Disabled/Enabled all usb controllers in Device Manager > Universial Serial Bus Controllers.

2. Restarted pc didn't work so now i tried to shut down the pc also didn't solve it.

3. I found window hotfix should be also for windows 8 but when i tried to run it i got message error it's not for my window. I have windows 8.1 pro. This is the hotfix i tried: https://support.microsoft.com/en-us/kb/2830154 not working.

Now i see another thing in the Device Manager i see yellow on: Unkown usb device, I tried to disable and uninstall it if i uninstall it it's gone. Tried to connect the device to the pc again nothing. Disable didnt work updating drive not working.
What else could make this problem ? I had the same problem few days ago so i shut down the pc and it was working again.
But now nothing help.

Did you try deleting or uninstalling all the usb devices and rebooting? It is an old support trick to get Windows to reinstall the same driver. It seems to work as often as not.

If it does not work after that, at least for a short time, it may be a hardware issue.
