Mouse stopped working, then touchpad, then keyboard

I have a just over one year old (~14 months) Dell Inspiron 17 laptop with Win 8.1 (no touch) and of course it's out of warranty. The mouse simply stopped working, no cursor. I was able to use the touchpad but then that quit too in quick order.
I spent hours searching here and the interweb looking for possible fixes, so far no luck.
The worst of the issue is now I can't get past the splash screen to the login screen to access the repair/restore functions in Windows.
How do I access these when I can't even login to the computer?

I called Dell and they want almost $300 to send it back so they can 'look at it'!
Any thoughts or suggestions to solve this issue?

Dell tech support sucks. One of the worst tech supports out there. They used to be good but I have no idea what happened.

Are there any computer repair stores near you? You could go to one like that. Some PC shops don't charge a diagnostics fee.
Also, 300$ just for Dell to "look" at your pc? That's either total BS or a scam or a rip-off. Are you sure you called the correct number?

I think Dell transferred me to one of their 'partners' because it is out of warranty. The guy was very pushy and I basically had to hang up on him.

I wondered if I could attempt to boot it from the backup install disks I made or if their was a way to make a 'boot disk'. Apparently the USB ports are not working either...

There is an independent shop near me and it has a good reputation, it might be time to go visit him.

Hi you could try the disc ad had a word with my friend you repairs computers/ laptops he said try that first, do not pay that out for it as you can get a new one for that with a trade in.
Why I said try what you have first because that is what the shop will do

XPDinosaur, what is the PC repair shop's name? I'm just curious.

And you might want to visit him or her because we don't know if there has been any physical damage. If you know your motherboard well and what usb plug-in is what and where, maybe you could try unplugging them and re-plugging them in.

NOTE: Only open a computer AFTER you have grounded yourself to something. And, unplug the power cable and hold the power button for about a minute. Just to remove and extra electricity.
