This PC and control panel are empty plus explorer issues

This PC has been fantastic since I got it last year. never any problems. The past few days though Explorer has been acting up. When I open This PC it's empty, eventually the icons appear but then I still have to wait a long time for the percentage bar and the green loading thing across the address bar basically stays on forever. When I open Control Panel sometimes it's empty too. Several times I have gotten stuck on the Start screen. I can't click anything, though I can alt+tab and see the other programs but when I let go it goes right back to the Start screen. Last time I just left it on the screen and went to bed, when I woke up it was unstuck but still had the other issues. oh and when I boot it takes a long time, like an hour or more for my Startup programs to load and show their icons in the system tray. After a long time they suddenly all show up at once.

I have tried running Windows Update and updated everything and of course rebooting. I ran Windows Defender and AdAwre. Tried defragging too as well as clearing some room on my C: drive since it was nearly full via CCleaner and uninstalling.

Any other things I could try? This is Win 8.1.

That's ok. I suspect there are not much in the way of free resources.

Well after a couple hours There was still nothing so I shut down the Disk Management and restarted it. Same thing but now it says "Loading Disk Configuration" Information.

The only thing I've done out of the ordinary recently was that I had a hard drive on another computer get messed up and I managed to get most of the files of of it and move them to a 1.6TB partition on this drive. That was only like 800GB though, plenty of space left over.

Could be due to corrupt system files and or signs of a bad Hard drive. Saying almost full, sounds like having a problem reading the disk.
This is only Hard drive ? Try to first run chkdsk then System file checker then DISM and system file checker again.

At ADMIN Command prompt copy and paste this and press enter, ask to do on next restart select Y, take awhile to complete
    chkdsk c: /f /r

At ADMIN Command prompt copy and paste this and press enter
    sfc /scannow

Same command prompt copy and paste this and press enter

    Dism /Online /Cleanup-Image /RestoreHealth

Again at same command prompt copy and paste then press enter

    sfc /scannow

Reboot PC after it's all done.

One other reason can be due to this issue in this article hard drive - Windows 8.1 file explorer is Super slow - Super User

Well it is almost full. The PC came with a 1.8TB HDD. partitioned into C: (150GB) and D: (1.65TB) The C: drive is almost full. I uninstalled some apps and got it down to 90%

Could be issue then, they do say to keep 10-15% free space for a hard drive to operate o.k. Factor in pagefile space.
Still try steps mentioned, won't hurt. Get another drive put some on there. Try HD Tune also check the drive
