Solved Password containing file

I just booted up my brand new Dell Inspiron 3847, running Windows 8.1 (I think that is the version).
During the numerous setup steps, I ran across a folder or function that allowed me to see all of the passwords I have set up (for mostly various websites that I needed to reestablish on this new PC), and they were all "**********" out.

However, there was a button that allowed me to SEE the passwords, after I entered my initial system password, verifying it was me who was asking.

I REALLY need to find this VERY helpful feature again! Try as I might, I cannot again "stumble" across it! I have looked in places I thought it might reside, to no avail. I have already had to send half a dozen password reminders or resets to my email because I had forgotten them already!

I am pretty proficient with computers, but my laptop I replaced with this new Dell desktop had Windows Vista; approximately 8-10 years old perhaps. There was no feature like this. Windows 8 is a HUGE step up for me, so there is this blasted learning curve!

Lastly, other than this feature on this computer (not sure if it is a Dell thing or a Windows thing), can someone recommend a safe, secure password management app or program?

If someone could guide me to this folder or function I would greatly appreciate it!

The two that seem to get the most attention are Lastpass as an easy to use online password manager and Keepass as a more techie type offline password manager. ' Microsoft Passport' for Windows 10 sounds like it will be interesting, but I've never used it or even know if it will be possible to use independently from 'Windows Hello', so I guess watch-this-space to see what Microsoft come out with.

If your browser is Firefox, it has that feature built in.

Thank you both for the responses. I haven't used Firefox; yet. I am familiar with several browsers asking if "you want to save the password" features. I am not sure where any of them store those for future reference. I do indeed believe it is, or was, the Windows Credential Manager. However, after having just gone there, and reading the tutorials, there are no stored passwords at all. Well, there is a single password for something that I did not create. A very long, detailed PW. Yesterday, there were about 10. But I also switched the browser, to Chrome, and stopped using IE. If that W Cred Mgr only stores for IE, then it will be of no use? I did download LastPass last night, and have been giving it a try. Hopefully it will work. Short of keeping a notebook here at the computer, I have been having lots of trouble lately remembering my passwords. I am an MRI tech at a local hospital, and have half a dozen PW for various computer system/software as well. This old brain ain't what it used to be! Thank you both. This gives me a GREAT starting point. That Windows Credential Manager tutorial is very helpful. I have bookmarked it for later use. I appreciate the help!
