Solved Can't open PC Settings

Can't open PC Settings and others from the Start Screen.
Help and Tips, Reading Lists, Food and Drink, Health and Fitness, One Note and Skype all have a black "x" and say "This app can't be opened" when clicked.

"Store" and "PC Settings also have a black "x" but "flash" and disappear when clicked.

I can't do a refresh.
System Restore did not fix.

I tried "every" fix in this Forum:

and found the same ones in our Forum.
Attached is a copy of the Power Shell attempt. It appears to be much of the same.
I've noticed the various fixes have worked for some nut not on this machine,

The PC is a fairly new HP p2-1334 that came with Windows 8.
The owner tells me this started when he did the 8.1 upgrade.

Hi Shawn, (Don't you ever sleep)

I had done all in that tutorial but I went all over it again. No luck.
I thought I may have caught it in the permissions settings where you say "If you get the 0x8007064A, (Which I did), ......Packages Registry Key below does not have "SYSTEM" as its owner.
The permissions were wrong and I changed it to the User's, When that didn't work, I saw the word "System" in you Note and changed it to that.
Still doesn't work.
I have this owner's data all backed up and made a Recovery USB so I can reinstall the OS as a last resort.
I see that there are mega lots of posts on this problem all over the internet.
I'm surprised it still happens.

Got any sneaky way of doing a Refresh??

Forgot and thought I had to go through PC Settings.

Anyway, did the Refresh and it didn't do much.
The only apps I have now on the Start Screen are Internet Explorer, Store, File Explorer and Desktop.
I just added my Classic Shell and they're also on the screen now.

The Store App still comes up for a second and disappears. The others will open.
So all the refresh did was delete the few apps I had.
I'm also back to 8.

As Wiley Coyote would say, Genius, Sheer genius! Thank you, Brink.

So the Refresh worked, only after registering the Store App, which worked ONLY after changing Permissions of the "Package" registry key.
When I went to register the app at first, I got the 0x8004064A Error.
Changing the Owner to "System" then allowed the Registration.
I guess now I have to install all the apps taken out with Refresh.

Just finished the 8.1 upgrade and I'm back at the same place.
The Store App just flashes and the others say "This app can't open."
I went to regedit and found Packages Owner was Administrator.
Changed it to SYSTEM as I did in the 8 after Refresh except this time it didn't work.

Back to square 1.:mad:

Should I just tell the owner to wait for Windows 10.
Doesn't speak well of my PC IT abilities.

I'd say reset Windows 8.1 instead, but that will be like a clean install.

If it works fine in another user account, then you could create a new account for them to use instead.

Trying to add another User from CP directs me to "Add a new user in PC Settings" which just flashes like Store.
Also the PC Settings doing the same.

I went through some of the basics again and somewhere along the line, the PC Settings opened.
I think it "may" have been resetting ownership of the HKEY_CLASSES_ROOT,
making sure that "ALL APPLICATIONS PACKAGES" had the proper Permissions.
