Safe mode on windows 8 without anabling f8 key?

Hi I have a pc with os windows 8.1 that has a lot of viruses, and it must be removed. The viruses slowed the pc so much its impossible for me to wait 30-min to 1 hour for the files/apps to open;hence to enable or configure a safe mode using the os. Is there a way to boot into safe mode with networking without going into the os and changing the settings. Ive done my research and I know f8 doesn't give you a boot menue due to windows 8 being very fast on start up and I also know how to configure and boot into safe mode, but the problem is in order to do that I have to open apps and files which take my pc forever and sometimes it even doesn't respond, meaning I have to close out the windows which took forever to open and reopen it? Is there another way or key I should press to enable safe mode or get the list of options of how I want the computer to be booted? I mean on windows 7 if my pc was super slow I would just press f8 boot into safe mode and do what I have to do, but in windows 8 idk? I even tried all the f keys as well as shift, esc. PLease help?

fyi command promt takes forever to open and sometimes it freezes, so thats not a reliable option.

I booted into a flash drives that scanned the pc to, I belived it was malware-bytes.
Also those 5 ways require me to open files and apps which fi you had read my post I cant because it takes 30-1 hour and sometimes it freezes when it successfully open them;therefore unreliable.

@clint your saying I need to reinstall windows 8? or just repair whats already there by using the iso?

So Malwarebytes found malware, removed them, still there you believe because it's slow still ?
