    To GET the F8 Boot Menu Option back in Windows 8 / 8.1 - from an elevated command prompt
    type> bcdedit /set bootmenupolicy legacy

    Chances OP might still have viruses on system, if said safe mode won't help.

    yes you may be able to remove virus and still need to reinstall. Cleaning your disk before the clean install will insure your issues are solved.
