When you get the popups, don't close them.

Open task manager, right click the information columns and add the "command line" column.

Find the rundll32.exe processes and post back all of their command lines here.

This is a common problem for remnants of programs that were not removed properly or a malware infection.

To make sure that your system is clean from malware, perform a full system scan on your computer using security software such as Malwarebytes Anti-Malware or Trend Micro Internet Security.

If both returns that computer is malware free, do the following:
1. Press WINDOWS + R keys on your keyboard.
2. Type "msconfig", then Press ENTER.
3. Go to the Startup tab.
4. Under the Manufacturer column, look for anything that looks suspicious or shows as "Unknown" and untick the tick box to the left. Repeat until you completely check your computer.
5. Hit Apply, then click OK.
6. Restart your computer.

If the pop-up windows appear when you open a browser, refer to this article instead: Removing unwanted pop up ads from your PC

Welcome filo8818,
Note:
Please Continue with (hyranix) recommended suggestions, Use this option If nothing else seems to be working, or in the meantime.
Secondly : Windows 8/8.1 You have to use task Manager to work with start up..

Remnants of malware programs, or what (cipals15) stated. For the most part adware, some malware, PUP, etc, Programs will
attach themselves to your systems start up . Things that can be done to stop a particular program/Service from starting:
1) You can use the Task manager, Click on start up and locate(possibly) At top usually shows the boot start up, if there is any unfurmilure
Programming, you can right click and disable them.
2) You can use the Program I use Auto Runs (forum.sysinternals.com › Sysinternals Utilities › Autoruns) it will locate running services, and task at start up in yellow, and can be dischecked to remove the service from start.
(At the Moment Our IT Dept. has Blocked our access to this Page, I will not be able to give complete Linked address to autoruns)Sorry
