Windows 8.1 cannot boot, including into Safe Mode

sorry in advance if this is the wrong section, i wasn't quite sure what this would fall under.

when turning on the desktop i get the following messages:
  • Hewlett-Packard logo shows up
  • "Preparing Automatic Repair"
  • "Diagnosing your PC"
  • "Attempting repairs"
  • Goes to blue screen/Recovery menu and "Automatic Repair couldn't repair your PC"

trying to go to Safe Mode through Advanced Options -> Use another operating system -> Windows 8.1 Safe Mode just results in the above happening again. same deal with Troubleshoot -> Advance Options -> Startup Settings.

i tried to get Safe Mode by disabling the GUI boot menu as per http://www.eightforums.com/tutorials/5245-startup-options-enable-disable-windows-8-a.html - i got the legacy boot menu a grand total of once, and for some reason i can't seem to get it again (i've been mashing SHIFT+F8 for quite a number of restarts now).

i wish i could give some details about how my desktop got like this, but the thing is it's not my desktop. it belongs to a relative of mine, and from what she tells me, one day she booted up her computer and the screen was just black for a few minutes, then turned it off and hasn't used her desktop since then. she claims to not have downloaded any suspicious files.

any help would be appreciated. just trying to get Safe Mode is hard, i'm more used to Windows 7 as that's what my laptop has. never did troubleshooting on Windows 8 before.
