System keep scrolling up

Bonjour,
I have to support a Windows 8.1 system. The problem I have with this system is a constant scroll up of the mouse. In Metro View, I can not move the screen to the right as it is constantly brough back to the left. When trying to change time setting, the hours start circling up constantly just as if I was using the roulette to change the time. When I go into the keyboard setting, to change the layout for example, I scroll down the list of available keyboard and it keeps going up the list until I reach the top.

I have tried different mouse, delete all of them in device manger... and find nothing of this problem over the internet... kida desperate here. Anyone have any thoughts?

P.S. When navigating with firefox, I don't seem to have the problem inside a web page. I can scroll down without having the page move back up ... weird!

Well, yes, I have seen this thread but it is more to fix dirty hardware. My current problem conern a brand new system, out of the box. I changed the mouse, I disconnected the keyboard, nothing.

If I do not find any solution soon I will have to reinstall Windows from scratch which I would like to avoid!

I would look on the support site for that PC. See if there are a bunch of reports of similar issues. Even brand new can have a defect. My gut feeling is it is hardware inside the box somewhere.

Maybe just a refresh of windows would fix that, you don't loose anything if you are careful.
