Safe mode gives black screen with mouse pointer

Today, I wanted to test my PSU because it's making strange noises lately under load. So to exclude that my graphics card had anything to do with it, I went into safe mode but when I did that I discovered it ain't working anymore.. All I get is a black screen and if I move my mouse, I can see the pointer on the screen along with the "Safe Mode" text in the corners "Veilige Modus" in dutch. I tried CTRL + ALT +DEL but none of the combo's bring up something.

    Can someone help me out?

    Here are some pictures:

    Thanks in advance

Possible the noise is either coming from PSU or Graphics card, possible fan. Anything done just before this happened, installed a driver update, windows update or hardware. Could be driver issue with Video card, conflict and or corrupted system files.

Have Windows 8.1 Pro disc or was it preinstalled or a USB Recovery drive or disc image backup ? Was the PSU being dead already would not of started, but still can have issue, leaning towards Video card hardware or drivers.

I'm sure the noise is coming from the PSU, but I read on the internet that the noise could be caused from the GPU, Anyhow. I'm typing this from this computer I'm able to start into normal mode, but as you can see in the pictures not in "Safe-Mode". Other than the PSU making noise it's working fine but as it's annoying I will RMA it anyway. But now I was hoping you could help me fixing my Safe-Mode problem as that needs to be fixed also

Btw, I have a .iso file from a windows 8.1 (with update1) copy that I can burn on a pendrive if needed.

No, Sorry if I'm not clear enough. It's happening all the time, but let's forget about the PSU for now, I will just have to RMA it because the noise is annoying, but otherwise it's fine. But for testing purposes I restarted in safe mode and then I discovered this new problem with safe-mode no longer working on my computer (don't know since when because it was a long time ago I last entered it). So is there any way so I can boot in safe mode again? To be clear: normal mode is working fine as I said just safe mode ain't. Pictures are in the first post btw.

Access Admin Command Prompt from Start button on desktop copy and paste this and press enter, let it finish
    sfc /scannow

Same Command Prompt copy and paste this and press enter, let it finish can take time too

    Dism /Online /Cleanup-Image /RestoreHealth

Have a Slot Video card, correct ? Chances we need to roll back to other drivers.

I'm getting this error when running the command http://i.imgur.com/mqf2q8A.png and SFC/Scannow reported it could not fix some of the errors. And yes I have a GeForce GTX 670

You're getting error 0x800f0906 and SFC can not fix most likely because you have a Windows update KB3022345 installed.
Many had this issue, as causes no harm to the system for now until a fix for some.

Which is strange about your issue is in most cases a blank safe mode screen would be same problem as when you boot to your desktop.
Have newest drivers for this card installed NVIDIA DRIVERS GeForce Game Ready Driver WHQL

    Try Safe mode again ?

One option for now is to either remove the Video card from inside the PC, as let it run off integrated card on the motherboard or disable it in the Device manager, rule out card problem. Only thing makes me think how can be, is why it only happens in safe mode. As to what made you feel Video card was bad, just noise you heard ?

Just updated my video drivers to version 353.30, Still experiencing the same problem. I personally don't think it's the GPU because I can see the mouse pointer (picture 2) when moving my mouse. Also I'm scared that disabling my graphics card in device manager will result a black screen in normal mode too. And as I'm not sure that I can enter safe mode for enabling it again afterwards..

As you can see windows only detects my GTX 670 anyway: http://i.imgur.com/WqwoJJM.png
