Just updated my video drivers to version 353.30, Still experiencing the same problem. I personally don't think it's the GPU because I can see the mouse pointer (picture 2) when moving my mouse. Also I'm scared that disabling my graphics card in device manager will result a black screen in normal mode too. And as I'm not sure that I can enter safe mode for enabling it again afterwards..

As you can see windows only detects my GTX 670 anyway: http://i.imgur.com/WqwoJJM.png
One question, did not answer before, Anything done just before this happened, installed a driver update, windows update or hardware ? Does not seem to be Video card in other ways because have more issues then just safe mode, but can happen this way i feel just see the cursor. Can remove it from PC is best way, PC then will use the integrated card, still get a picture, no worries. Just hook monitor to that port on back, instead of slot cards port for now.

Windows updates are set to automatic, and no I did not install any new device drivers or so, anyhow I'm doing a system restore now shouldn't take long. Will report back asap.

We can exclude it being the graphics card, Just connected my screen to the motherboard enabled my iGPU and disabled my GTX 670 in task manager still the same problem so it must be something within windows.

Should of removed card altogether then integrated be the only, might be o.k. this way, hopefully not conflcit with it's drivers (slot card).
Said before had a ISO of Windows 8.1 Pro, use this need to make a bootable flash drive, can use Rufus to make one Rufus - Create bootable USB drives the easy way

Other choices would be to try a reset or refresh from PC settings within Windows 8.1. Only reason to use a disc was to try to repair windows if it was happening on desktop too. Since appears to be only in safe mode, again which seems odd, not sure running repair from OS disc will be needed. Either choice your going to loose what software put on. Make the USB bootable Flash Drive from the disc for future use or if want to do a clean install.

Well thankyou, But I was thinking when I make a pendrive I can follow the "Repair Install" guide and not loose any files. But I think for now I wil just leave it like this then. I don't really need safe mode (only when I'm in trouble) and with Windows 10 coming out.. Maybe after updating to 10 my problem will also be solved.. You never know.

If you want to try doing repair make USB Flash with the software i showed, run it see if it helps. Can't feel hardware would cause an issue like this.
Time being safe mode may help you out of a problem in next 28 days till Windows 10. As far as noise open case try to pinpoint exactly where sound is coming from, one person told me good way, use tube hold one end to your ear and other move around case. Could even be something hitting a fan inside Power Supply or fan in case or Video card. Because may RMA power supply, but want to make sure since no issues being caused by it, just annoyance of it. Other issues, bad fan or electronics inside Power supply. Your welcome for help, anytime !!
