Windows 8.1 takes >30 minutes to boot, can't even reinstal

Hey guys, what a mess this machine is.

So a few nights ago we got some nasty thunderstorms, and unfortunately my pc took a toll from it. I have windows 8.1 pro installed on a Samsung 240 Evo 250gb SSD, and it takes well over 30 minutes to boot to the login screen.

Specs:
Processor: AMD fx8350
RAM: Corsair Vengeance 8GB
GPU: nVidia gtx 770
OS: 8.1 Pro
SSD: Samsung 240 evo.

I've tried running sfc /scannow and it said it fixed some things but it didn't work. I've tried replacing memory, reseating GPU, connecting the ssd to another computer and using the fix drive tool, but none of these have fixed it.

I've also tried creating a recovery USB off of another computer, but the computer boots to the windows logo and then eventually goes to a black screen. This is also the case for an installation USB, it reaches the windows logo with the spinning circles but eventually goes to a black screen. My motherboard and processor don't support integrated graphics, so I can't test whether or not the GPU is the cause of this.

To make matters worse, I am no longer able to boot into windows regularly. I get a screen saying "Working on updates, 100% complete" and it stays there for hours.

If anyone has ANY ideas for what to do, please let me know.
