Can you get into your bios for startup possibilities and do you have a disk of your windows?

If you see something like this than your windows is loading
windows_2D00_8_2D00_clean_2D00_install_2D00_03.png

Before (picture, but without the white dots) windows is loading press f2 or f12.
Insert a disk of your operating system and select the disk to boot from the disk (assuming you have a disk, 'cause you didn't answer that question).

If you could get to safe mode, as you imply, try the other Advance Startup Options like 'system restore' or 'start last good state of Windows'. Do you have a disk or not ?
Have you tried a hard reset ? Undock EVERYTHING like your USB ports, LAN and monitor cables, power cord, etc. Remove the battery. Press and hold power button several times for 5 seconds each. Plug power cord back in and try to power on.
