Windows 8.1's Mouse scroll is out of control..

I don't know what to do anymore and i'm at my wits end with the whole thing. I have been having this issue for some time now but can't seem to find a solution.I have an issue with my mouse's scroll.It's too sensitive. I am a gamer so most games that i play don't take too kindly to this. For example. I played skyrim but my mouse was so bad that i had to change to my ps3 controller just to play it. Very rarely can i have a perfect skyrim session without the controller because of my mouse. What it would do to my mouse is continuously scroll upwards or downwards infinitely / jam in that direction. This would also disable from upgrading any and all skills since it would react in a similar manner. This is a common but game breaking bug but it is due to the mouse's sensitive scroll. Another game. I used to play s4 League and the mouse would scroll due to it's sensitive state. This would disable me from changing weapons and forcing me to reboot the client. I have a laptop so it's not so simple as to disable the mouse scroll. I do not have that luxury due to me having a laptop.Currently i am playing a game. Super Dancer online and it too does not like the mouse's scroll however i can't save it like i did skyrim with the controller and i don't live in Malaysia so i can't order a dance pad for the game. Is there any possible way to disable Window 8.1's Mouse scroll? Personally i do not need it so at this point it is only burden.

Do you use a USB or wireless mouse and not the touchpad? If so then disable the touchpad in Device Manager.

i use the stupid touchpad its all i have.

Buy or borrow a USB mouse and try it. If it works okay then disabled the touchpad.

What is the make and full model number of the laptop? Have you tried a different/newer touchpad driver?

If it's a touch pad call it a touch pad, not a mouse. Calling it a mouse will just confuse things. If it's like the touch pad on my ASUS laptop it has gestures, one of them being two finger scroll. To disable that you go into the Smart Gesture utility to disable it. You should also be able to set the scroll sensitivity in Windows. Control Panel > Mouse > Wheel, If it's set to "one screen at a time" that could be your issue. Mine is set to 3 lines at a time.

Also, please fill out your System Specs, that might help us figure out what is happening.
