After restart stuck on 'Hi we're setting things up" msg

    Hi everyone!

After regular restart my Lenovo Y510P started behaving strange. I was able to login to my profile, but after that I have received error that OneDrive could not start.
OneDrive options: This service isnt available right now- please try again later.
I cancelled out of that screen (this was the only option).
Next I get a screen changing colours that says Hi, we are setting things up for you, installing your apps.

It does this for good few minutes each time. Then I get more errors that my Desktop profile was moved or deleted and I am presented with a gray desktop, no apps, blank task bar.
When i click Windows logo in the left bottom corner - there are no apps at all.
It also produces 2 errors (attached) that it could not connect to Windows services which could prevent standard users from logging in, and that
    Desktop could not be loaded.

So far I have not had to come to the point of being helpless enough to ask for help. I had this laptop for about 1.5 years.
Have not installed any new programs. I have Kaspersky for anti virus and firewall. And Malwarebytes as well I believe.
This was just a regular restart.
I have a recent restore point but cannot get to this. Am I facing at complete system restore?
Any assistance would be very much appreciated!

I have googled the error already but havent been able to solve issue as other people have.
Restarted about 6 times. Does this each time.
Thank you for any assistance! Lena.

Messed with it a bit and was able to get to control panel and to my restore options. I do have about 2 week old restore point I can use.
I see that Cumulative Update KB3058515 took place on 6/16 which is the last update made to the OS. So it isnt the update (hopefully).

Reviewing Administrative Options, and log mentioned in error msg. I am hoping restore as last resourt but afraid the same will happen again.

If can do that first system restore, see if helps, otherwise like to try to get to recovery options from change PC settings.

Hmm... restore to few days ago did not help. Restore completed successfully. But upon startup has gone to the same screen and same message...
so this update seemed to mess with Group Policy and this is exactly what causes errors in Event Viewer...
I do have another restore point from a month ago... laptop is busy at the moment, trying to log me in still, with same symptoms so far...
, will update if reverting one month back worked.

Definitely as we know these both errors are related, could be due to network, corrupted files and software or driver conflict.
Found these two articles on it, but if can get to Admin command prompt like to try System file checker and DISM commands.
Copy paste first in command prompt then press enter, copy paste second and press enter. Let me know can not get access to Admin Command Prompt, then may have to try Advanced recovery options.

Again, no media (disc) from Windows 8.1 ?

    sfc /scannow

    Dism /Online /Cleanup-Image /RestoreHealth

No disk or USB available, my restore options are built in - on a partition. Last time I tried full restore I found something online and
created USB boot "disk". That was with previous laptop with Win 7. Havent done this yet with this one.

Got message restore wasnt fully done because of Kaspersky. Disabling Kaspersky and trying again. Thank you for suggestions - Once it comes back up
I will run the commands. Will check out the articles while it is restoring.

Wondering if Kapersky was ever your problem to begin with, yes, some Anti-Viruses screw with system restore, even disabling them does nothing sometimes as see system restore as something trying to make changes to system and prevents them. Hopefully yours helps disabling it. Used BitDfender once, did same to me.

Are you able to access Command prompt through regular desktop or not ? First step when bought system was to make a USB Recovery drive for situations like this, unless had the Windows 8.1 disc.

    You are most welcome !

Second recovery attempt didnt help. I am getting same thing - after restart the "hi" message again and empty profile.
Now no desktop unavailable error. But error of being unable to connect to Windows Services is there still.
Ran disk C check and found quite a few errors. Will be copying all my files into external drive overnight to prep for full OS reinstall.
I read the articles - tried some info suggested. No luck.
Was able to get to various places by pressing windows logo on keyboard and X at the same time.
Was able to open elevated cmd prompt. Right now running sfc/scannow .

I have a month old restore I havent yet done, will try after running the commands.
