Computer randomly restarting.

    To me after having it run stable after disabling the card and using the onboard would say that its a card issue and not a PSU issue. However your PSU voltage does seem low. You may want to look at getting a different one.

    Click image for larger version Look at plus +3v it's 1.9v, look at +5v is 1.7v and +12v is 7. 8. Yes this is low most likely issue. Can check in BIOS and compare the readings to these. Not sure on that, but i can't see how a video card can lower the voltage, unless it's not enough power.

    Yes, get new power supply. The lowest the power supply should be at for the 12V is maybe 11V and the high is 13V. running at 7V could definitely ruin your motherboard. Plus as stated above, the 3V and the 5V is also low. Not good at all.
