Restore procedure says my restore/repair USB disk is no go

I am having problems with Win8.1. This weekend it started acting up (very slow to boot up and shutdown, and other issues). I also get an error message about files missing (one has to do with Chrome.exe, another with HP printer, and something like IPHLPAPI.DLL).
Looking at Task Manager I see there is a "LocalService (Network Restricted)" process that is use 80+% of CPU. There are four sub-items, I think it is DHCP that is the problem.

Anyway, I ran the System Restore process from Control Panel>Recovery and it says I need to install the Installation Disk or my Repair (or maybe it was "Restore") Disk. I made this disk a while back on a USB stick. So I put the USB stick in and Windows says the media is invalid or incorrect (something like that). I don't have a Win 8.1 install disk, it was a downloaded upgrade.

Now what? Maybe I should just upgrade to Win10 preview now.

To update: I downloaded the Win8.1 "Installation ISO" (and made a USB) following the instructions in the tutorial. When I went to the MS site to get the files, I couldn't get past the "need to type in Key" to get the files, but this site had a link that allowed a full Win8.1 download with no questions asked.
So, tonight I'll try to run the Repair process again, and this time I will have the Installation Disk (USB) so hopefully it will pull the files it needs. If not - I also downloaded Win10 x32 installation ISO (and made USB install disk) and do the upgrade.

The Win8.1 Installation USB stick worked.
I had to do a Refresh (and some files where pulled from the USB), and everything is running fine. I just need to reinstall some apps now.
