Solved Wallpapers with Solid Colors Changing Hues!

Hello all,

This might be difficult to describe... bare with me.

When I set a wallpaper to my desktop that has near solid color (like the attachment I have provided), I can stare at it and watch the grey color change hues ever so slightly. It's almost like waves or ripples. When I view the picture in Photo Viewer, it's fine. This only happens when I set it as a wallpaper.

I hope someone knows what I am talking about. Lol

Please help if you know anything about this. Thanks!

EDIT: Actually, just viewing that attachment allows me to experience the same issue. This is frustrating... anyone else see what I am seeing?

So I might have solved it with my own troubleshooting. I figured it had something to do with power settings since it looked like Windows was trying to adaptively change the wallpaper. I made my own power plan and changed the adaptive power setting to off. Rebooted and now it's working as intended.
