Windows Installation Media Creation Tool Help

I am trying to create installation media for Windows 8.1 by using the Windows Installation Media Creation Tool found on the Windows website, but every time the download is complete, I get the same message:

    "Preparation did not complete successfully
    The download did not complete.

There is not enough space on the disk."

Now, on the website and before you begin the download, it states that the USB you're using should have at least 4 GB of free space, but the USB I am using is a 16 GB USB with absolutely nothing on it. Can someone please tell me what is wrong? Am I doing something wrong, or could there be something wrong with my USB, or just my computer in general?

    Thank you for any help.

Try just downloading the ISO then just extract(unzip) it to the USB, no media creation tool needed. It'll even be UEFI bootable. I've been using this technique while testing Win10 Tech Preview and it works just fine.

What size is your HDD, as you will need at least 12 to download, extract and create the media

Unlike Windows 10 Preview - Windows 8.1 is not available for download in ISO format..
You need to use the media creation tool to download the multi-index ESD media..

The Media Creation Tool will let you create an ISO? I've done it several times.

    I made an ISO---
    {I extracted it too so I could just run it from the setup.exe it contains}

Right now it is in a folder on the Desktop.
If I wanted to use it I would transfer the extracted files to a USB & click the setup.exe like I did when I installed Windows 10 TP.

In Windows 8, I just mount it. Then do a send to "removable media", or what ever the thumb drive is labeled. I downloaded 8.1, 8.1 Pro and 8.1 SL in 32 bit and 64 bit, all ISO files.

You need the media tool to download windows 8.1 and create an ISO
Unlike windows 10 where you download the ISO

You'll missed my response... You Create the ISO - you do not download it.. You actually download an encrypted multi-index install.esd, for which the indexes are exported, and then captured into an ISO format

OK, now I've got you. Misunderstood what you said. Yes, files are downloaded by the MCT and then the ISO is created on your PC from those files. A two step process, versus just downloading an ISO file.

That is why I asked the size of the OP HDD. As you need 3 times the download size as HDD free space (approx. 12GB HDD free space)
