Unable to change the color of the scroll bar

The scroll bar in Windows 8 is for some reason pathetically low contrast and very hard to see. If you google "windows 8 scroll bar", you can see "hard to see" comes up as one of the top searches. It's a very light grey on a white background, terrible design. Anyway, I tried changing registry settings in HKEY_CURRENT_USER>CONTROL PANEL> COLORS and changing the RGB values for "scrollbar" but that does not change anything. I have tried high contrast mode but it's a complete eyesore and looks ridiculous. It seems as software progresses we are being left with less and less customizability....anyways, has anyone had success in changing the scroll bar color?
