Block access to system while drivers and modem start

I'm building kiosks and currently I pretty much have everything locked down on win 8.1 pro.

However, right after the auto login until the browser auto starts the desktop is visible. I have the taskbar autohide (if anyone knows how to remove the taskbar that would be a bonus), the charms are disabled in the top right, and fortunately on the touchscreen I can't access the bottom right well enough with touch to get them to appear (a solution to turn this off would be a bonus as well), but is there anything I can do to either keep it on the login screen until all drivers are loaded and the browser auto starts or anything else I can do to avoid the desktop being viewable?

Hmm SSD load up in about 20 seconds average. Classic Shell will disable all 4 corners and boot straight to log in and desktop. I guess since you have a touch screen you want to keep the Metro stuff so faster boot up time would be the way to go. SSD

When I added a Verizon Modem, boot up went to approximately one minute. I'm not using modern apps as that did not provide a complete solution. I am using a "desktop" browser. What is Classic Shell?

Verizon modem slow boot make sure you have the latest drivers for windows 8.1

I've talked to the manufacturer of the modem and I have the "latest" drivers. Of course I have to load them as unassigned drivers (I think that is the term). Thank you for the heads up though on the drivers.
