Solved How to solve error: code : 0x80000001 ?

I had windows 8.1 pro already but decided to make new clean installation.
I downloaded the iso from here: Creating installation media for Windows 8.1 - Windows Help
I clicked on Creating media downloaded the iso file to my hard disk and burned it to a dvd.
Then in my pc booted from the dvd in the windows setup i deleted the C: partition and created it again so i don't have any windows to restore back my mistake.
Then i continued entered my windows serial number then it collected files...On the third step it throw this error:
windows could not set the offline locale information. error code : 0x80000001
I don't have a clue what is the proeblem.
I googled some say hard disk failure some say language setup is wrong so i tried to selected uk for time...and keyboard then uk and hebrew since im in Israel.
Then i tried us . In all cases it didn't help same error.
Any ideas what is the problem ? And how to solve it ?
I'm now on my laptop i can download and burn the windows again but how do i know if the problem will not come again ?

Check the date and time in BIOS setup, make sure it's correct. Also check the Time Zone.

Download "WhoCrashed" and it will read the Dump Log, to give you an easy to read user output.

This is unclear from the OP: without trying to do a clean install, can the machine boot up to the Win 8.1 Pro that was installed?

Start the install again, but this time delete all existing partitions so the hard drive is empty with no allocated partitions, then click Next without creating a partition. See if that helps.

Also, disconnect everything like printers, flash drives, any blue tooth devices, leave only mouse, keyboard and display, .

In the end I tried to download the iso file few more times burned it few more times tried on my machine other machine same error.
So I did my usb disk on key to be bootable. Then downloaded instead the iso file the files for the usb.

And now I installed windows from the usb and it's working perfect.
So I can't tell where was the problem.

Maybe something with the iso file at Microsoft side ?
I checked with memtest I checked my dvd hardware with other software and games and no problems.

Strange, But working.
