    Slight window transparency issue

So I have been noticing something weird, any window will have about 4-5% transparency and whatever is under will bleed through:

I have no idea what's causing this, and before you ask, no it's not the custom theme. I've been having this issue right from the start when I got this laptop.

Here's my specs (Snippets from dxdiag):

I can't help you unfortunately, so I shouldn't really be posting in this thread, but that custom theme looks really good. Where did you get it? Also, how's your experience with custom themes on Windows 8.1? Are they reliable?

I picked this one up at Flaty Windows 8.1 Theme
And yes they are if you install them correctly.

I see you have a Winaero folder are you sure you don't have his "System Transparency" turned on? It has a settings icon in the system tray and creates an .INI file in documents. Set the INI file so:

I can't find that file anywhere on my computer, and the transparenct issue has been here way before I started modding my system.

Is it there when you use a Windows theme(for example Flowers) or a high contrast theme?
