How to convert DVD-RW from UDF format to NTFS?

If you'll download your Windows 8.1 from here it will create either and Bootable DVD or USB install media. You can also download the ISO.
As far as I know Windows 8.1 is UEFI and I know that we create UEFI bootable USB to clean install, FAT32, UEFI doesn't seem to recognize NTFS boot partition.

As to your question I don't believe you can convert a DVD format, Well a quick goggle search show me to be incorrect in that statement as it seem to be a solved issue here

Dump the DVD-RW and use a DVD+R. The rewritable DVDs are just not worth the effort in my opinion.

Download the Windows.iso file.
Right click Windows.iso file > Burn disc image.

Optical Discs are not in NTFS. The ISO file contains the information for making a Bootable disc.

Don't just burn the ISO file itself to the Disc that won't work.

I use DVD+RW or DVD+R for data, the - variants for video.
