The 650MB recovery partition is the Recovery Tools (WinRE.wim) partition
the 23GB recovery partition is the factory recovery images (install.wim) partition

the recovery tools look for the recovery images to reset and refresh the PC

Windows 8.1 "Upgrade" disc in Installation & Setup
I was wondering if they made a Windows 8/8.1 upgrade disc available yet? Would like to put this up on my tower someday, if the cost isn't prohibitively high and the requirements are much lower. I actually have a board that supports SecureBoot.
