Does the downloadable W8.1 ISO contain all updates to date

If I make a bootable USB from the ISO link in Brinks tutorial, does that contain all Windows updates to the present time ? I'm wanting to clean install on a laptop and figure if so, then this is a better method than using an early DVD and having to apply all the updates.

No, there will be still a few hundreds of updates ready to be installed afterwards.
I was thinking about creating an updated ISO myself, but 10 is only a month away.
