Windows 8.1 (64-bit) not booting to Start Screen

Hi All.

I'm having a problem booting to the start screen. It seems to boot to the start screen and after about 10 seconds it will switch to the desktop without me doing anything. Also when I close all apps it goes back to the desktop and not the start screen.

When I sign in or close all apps on a screen, go to the desktop instead of Start is unchecked.

Anyone have any ideas?

Windows 8.1 Update 1 will automatically boot to desktop if it it detects mouse and keyboard.
