Slight display issue I can't seem to fix

My pc has the AMD Radeon R9 200 series and is displayed on a 42" LG TV. So I have it on 1920 x 1080 resolution. I've went to display and have upped the 'change the size of all items' settings to 200% as otherwise everything looks tiny on the screen. Although this leaves some things still looking quite small e.g. The start menu icons, text when playing games etc. I have went through the windows start screen customisation which allowed me to increase the start up icons to 'larger' but even then they remain very small and things like the text on games situation remains unsolved. Even when I try changing the settings in the games settings I can't seem to fix this. When I had my computer resolution at lower settings the sizing issue wasn't a problem. But at 1080p I can't seem to get around it. Any advice? I realise this may sound like quite a noob problem but I'm banging my head against a wall with it and it's really limiting what I can use my pc for

You need to use the AMD Catalyst software to adjust for overscan, etc. for the flatscreen output.

All the overscan really allows me to do is get rid of any black borders. It won't allow me to change how small the text and icons of non-desktop items appear
