CPU Spikes to 95-100, Causes Audio Distortion and FPS drop

So, I've been having this problem for a long time. I've had this computer since Christmas 2013 and it's been having a problem where my CPU spikes and I get major video and audio lag while gaming. I've tried a lot of things, and I even went to HP support, where they could not even help me. If anyone can help me I would be very thankful. (Windows 8.1)

It sounds to me like your have a cooling issue. Remove any dust from your heat sink. insure the fan is working. If all are good to go and your still having very high temps that would be time to repaste the heat sink to your CPU.

Run the free Resplendence Latency Mon program. It will profile your PC and help you to troubleshoot.
Do not use the DPC Latency Checker program as it is invalid for Win 8/8.1.
