I downloaded the WinHlp32 mui for x64 from Microsoft. Running I get a signing error. If I try to just copy over a Win32Hlp.exe onto the one in the Windows folder or even rename the one in the Windows folder, I get an error I need Installer permissions I tried adding TakeOwnership with Pause to context menu. It will not show in context menu when I right click on WinHlp32.exe in the Windows folder. It will show on a file in my C:\download folder.
I enabled the built in Admin account and signed into it with and without it having a password and tried all of the above. Same thing. So now all I have is a copy of WinHlp32.exe on the desktop so I can drag .hlp files onto it to look at the help. But that's kind of klunky isn't it?
