New PC with Windows 8.1 blury text can't fix

Desperate for help , just bought a used (but as good as new) PC with the below configuration, it has windows 8.1 (have dsik and key with it) now i'm far from an expert but have a real problem with Blury text on the desktop and throughout, have been through various forums and tried the fixes they suggest but to no avail , can someone help?

PROCESSOR - AMD FX 8350 8 CORE 4.01GHZ

RAM - 16GB TOTAL. 1 X CRUCIAL 8GB DDR3. 1 X CORSAIR 8GBDDR3 M
OTHERBOARD - ASUS CROSSHAIR V FORMULA Z G
RAPHICS CARD - XFX 290 4.0 GBDDR5 (DUAL FAN). AMD RADEON R9.

HARD DRIVE - 2 X KINGSTON 120GB SSD DRIVES CPU COOLER -CORSAIR 120MM H80I ALL IN ONE LIQUID CPU COOLER.
OPERATING SYSTEM - WINDOWS 8.1 64BIT
PSU - CORSAIR CX600
DVD RW DRIVE
USB 3.0
VANTAGE CASE
BenQ GL2450HM 24" Widescreen Monitor, 1920x1080, 5ms, VGA, DVI-D, HDMI( 271803816983 )

This is usually the fault of Graphics - the first thing to do is to install the CHIPSET drivers for your machine. Then install the latest RADEON drivers.

If you are Lucky you might find Unknown device when you look at the device manager list of devices. If there is -try and right mouse click against that and install driver --Windows should search the internet and install. Also for display device --if it says Ms basic display driver -- right mouse click against that and update driver. Should find the Radeon ATI driver automatically. Then the display settings should be fixed.

Don't forget also to adjust your monitor as well --sometimes there's an "Auto fit" in the Monitor menu.

thanks but have the drivers on as i have the discs from when they were new, have tried the monitor part and no difference

yes and yes, the clear type have been through 3 times makes little if any difference at all, to the point that when you choose which text is best for you as you go through clear type given the choice i wouldn't pick any of them

Is the Monitor defective --silly question - but remember - when all other possibilities have been tried ......!!! Don't know who said that but it's true.

Windows 8.1 normally displays OK on decent monitors end even poorish laptops.

Another interesting test you could do -- first backup your W8.1 system, then try and install the Windows 10 preview to see if the video problem gets fixed --if not you can always restore the system again.

Believe the montior is ok , i bought it new and only had it couple of days, not the worlds greatest but at the least i would expect a reasonable visual experience, i have connected the monitor via an HDMI cable i had rather than the DVI-D, would this make any difference, just had it in my head that HDMI is better?
