Windows Photo Viewer permission issue

The last few days I have had a huge problem in Windows 8.1. For some reason unknown to me, I can't suddenly open any picture files with the build-in Windows Photo Viewer. Program opens fine, but no picture shows up, only this message:

"Windows Photo Viewer can't open this picture because you don't have the correct permissions to access the file location"

I am not very skillful at dealing with pc problems, but I know some basic stuff. So I tried for many hours to look for solutions, other users with same problems, and various possible workarounds. To make a long story short, I have come to the temporary conclusion that the program itself (Windows Photo Viewer) is the problem, since I am able to open all image files in other programs (Paint, Word etc.). The issue occurs both on images I have had for a long time on my pc, but also recently created ones. My laptop, which is also running Windows 8.1 and sync'ed with my primary pc, doesn't have any problems with viewing images.

I also spend a lot of time looking into my images' user permissions, but everything seems to be like it should. Besides, if permissions were the issue, I guess the images wouldn't be working in other programs.

So now I'm at the point where I have to look for a solution dealing with Windows Photo Viewer. I have tried to install another primary image viewer, but I like the build-in one, so I would really like it to be fixed.

The problem appeared very suddenly, and I haven't been clicking around important system files or other files dealing with Windows Photo Viewer. The only thing I can think of that has changed are some Windows updates that are automatically installed almost everyday as they are released.

Try SFC/scannow then restart and see if the issue persists.

Use the System File Checker tool to repair missing or corrupted system files

& elevated command prompt means Right Click> Run as Administrator

Tried to run the scan in an elevated command prompt. Repaired some corrupted files, others were not possible to repair. Photo Viewer still not showing images. I just tried Windows Photo Gallery instead. Turns out that this program shows only some images. Can't see any difference in the user permissions between working images and non-working ones. :-S

The image viewer (FastStone Image Viewer) I'm using as primary while having this problem works completely fine with all images.
