Cannot Boot Windows 8.1 missing required file PSHED.dll

Hello, yesterday my PC stopped booting and went into a automatic repair loop. I tried to fix the problem in the command prompt using bcdedit. It seemed I am now out of the automatic repair loop, but I still cannot boot successfully. Upon booting I get a message saying the operating system couldn't be loaded because a required file is missing or contains errors.
File: PSHED.dll
Error code: 0x000000d
I tried running to check my filesystem's integrity, but I am unable to do so because it says I have a pending system restart, when I restart of course, that doesn't fix that issue. I have a feeling I might know what the problem might be however. In bcdedit, when launching the command prompt from the recovery environment built into Windows 8.1, i.e. not recovery media, I notice that the Windows boot manager and windows boot loader are listed under different partitions, i figured that this might be part of the problem (see image below). Not sure, but just an idea. What I am trying to accomplish is to be able to boot normally again. Btw system restore doesn't work either, tried it several times.
