Any way to access Win8.1 help files offline?

The vast majority of Windows 8.1’s documentation is only available online, making Windows’s “Help and Support” section basically worthless for those of us with unreliable Internet connections. Is there a way to download these Windows help files so I can peruse them when I need them without having to wait days to be able to connect to the Net?

(Apologies if this is in the wrong section; none other seemed appropriate.)

Maybe create a bunch of folders & in each one save a help topic As Webpage Complete---

Put all the webpage folders in 1 folder.

Call it Windows Help or something.
