    Win8.1 PC experiencing random stutter/ freezes-find issue.

Hello for the past couple of weeks i've been experiencing mini-freezes/ stutters on my desktop while doing various task such as watching a youtube video, playing a game like a MOBA type and listening to music via itunes. Specifically speaking for about 1-2 seconds my pc will stutter in sound and freeze on screen. I cannot pin point the culprit of this issue weather it could be the RAM or CPU... etc. I have done the following tests: memtest86, prime95, windows disk check. my graphics drivers are up to date via G force experience and my OS is up to date according to windows. my idle temperatures for my components have been testing normal both under load and idle conditions via the stress test and all other testing has drawn me to no trail of suspicion on what could be the issue. My security system is Norton 360 and its up to date with its respective drivers also ive scanned my pc multiple times and its clean on viruses. all my troubleshooting has been inconclusive. So now i call upon the PC gods to grant me their wisdom please!

I will attach my system specs below behold!

Check with this program whether you have an unusual amount of DPCs (red bars). That would hint towards a bad driver.

after testing this program i did not catch red bars, but it did state this "Some device drivers on this machine behave bad and will probably cause drop-outs in real-time audio and/or video streams. To isolate the misbehaving driver use Device Manager and disable/re-enable various devices, one at a time. Try network and W-LAN adapters, modems, internal sound devices, USB host controllers, etc." what does that mean in lamens terms?

It means that you have a bad driver somewhere. The trick is to find the culprit and that is not going to be easy. You have to inspect them one by one in Device Manager.

Open Device Manager{In Control Panel} & disable each device one by one till your issue is resolved.

Those processors have "Core parking" when under lo load some cores /threads may shut down and may not turn on fast enough, There are other power saving features that may not respond immediately and you get those short pauses/stuttering. Check your power settings and see i it helps.
