Cannot Open .JPG File

I recently upgraded from Windows Vista Business (32) to Windows 8.1 (64). At the same time I also upgraded from Microsoft Office 2001 to Office 2013.
In the past I had no difficulty accessing .jpg (photo) files – I merely double-clicked on the file name, e.g. img_9865.jpg. In Windows 8.1, when I do this I get bumped into a Word 2013 new file and an error box pops up displaying:

“Select the encoding that makes your document readable.”
“Text encoding:
_X_ Windows (Default) ___ MS-DOS ___ Other Encoding”
[Selecting “Other Encoding” displays a column of foreign encoding options.]
Below this a “Preview” box displays rows of unintelligible symbols.

Is there a simple, straight-forward way of accessing a simple .jpg file as I’ve done in the past? Many thanks.

Or select default applications for opening photos in App Defaults or Program Defaults in Control Panel. I have a couple of different photo editors on my PC including Photoshop but for everyday convenient viewing I prefer the Photo Viewer App that comes on the Start Screen. On your system I think Office is currently selected as the default for opening those files.
