Unable to pin any items at all to taskbar

I've been using my dad's HP Pavilion as a standby until I can get together funds to buy a PC but I'm having a major issue with the inability to pin any items to the taskbar.

Methods tried:

Right-clicking the program or folder while it's open
Dragging the program from the desktop
Right-clicking the item on the start screen
Right-clicking the item from the apps list
Right-clicking the item from the 'search' menu

I did have an issue with Google Chrome providing the option of "Unpin to taskbar" on the Start screen, but "Pin to taskbar" on the Desktop screen. Chrome will also not pin to the start screen - it's the only program I've had this problem with, but the only program I've been able to pin to the taskbar is "File Explorer."

I've run a batch file on here to delete/reset items pinned to the Taskbar, but it doesn't seem to have helped at all.

Go to Desktop interface (not Metro) and you can pin any program (not folder) to the taskbar.
Below, I'm trying to pin 'Calibrize'

Here's the "Classic Shell" option. The OS thinks Chrome is pinned to the taskbar when clearly it isn't.

I'm using 'Classic Shell' too (see post 5). You can drag the program icon, say Chrome, to the taskbar and it will pin. Then you can right-click for unpin option. If you try to drag a program folder, you'll see that you can't.

I still have the same problem. ie I cannot pin anything to the taskbar, regardless of how I try and do it. I don't normally use 'Classic Shell'; I installed it to see if I could make 'pinning' work, but nope. Nothing :(

The only other thing I can think of is to go to Classic Shell folder in the Programs list after clicking Start, then 'Start Menu Settings' . Check that you have the same setting as in screen below so pinned items are in Start Menu not a pinned folder. Then drag-to-taskbar should be activated. Good Luck

This provided me with the ability to Unpin programs from the Taskbar (that aren't pinned), but clicking the option to Pin to taskbar hasn't worked *sigh*.

As to the Aero option; I'm not really for the idea of installing a program just so I can pin items to the taskbar. I haven't tried it and I'm not really going to. As I said earlier this isn't my laptop and even though I'll be doing a system restore before returning it, I don't feel I should have to install a program to be able to pin items to the taskbar. It's a function given to me by Windows; it should just work, or at least be fixable in the OS, not by having to install third-party software.

After pinning things to the taskbar, the program could be uninstalled.
Computers are designed to use programs. :)
That's what they are for.

They will work ok until a human messes them up.
