When you right click a file and go to "send to" you can make it send a shortcut to the desktop. Is there a way so I can send a shortcut to a different folder?

The SendTo context menu is located in C:\Users\YourLogonName\AppData\Roaming\Microsoft\Windows and can have shortcuts for other locations such as a Folder or a drive added to it. As was explained some years ago when Packard Bell had their proprietary Navigator screen in Win95 [or was it in Win3.x], the Desktop was the office, the HDD/C: was the file/storage cabinet that had the Folders in it and the files were in the Folders. That was rather simplistic but worked. Haven't seen anyone do as you are asking.
