Error: You do not have permissions to save file

Yesterday I removed Windows 7 & did a clear install of Windows 8.1 x64. Now whenever I try to save a file on different partition like D,E, etc I get the dialog box that I do not have permissions to save the file to this location even though I am clearly the administrator & I have disabled UAC. All I am doing is downloading a file from Internet Explorer & saving it to my softwares folder which is located on a separate partition & drive. I also get a prompt & have to click the continue button when I try to delete a file. Deletion works but I hate the prompting part.

I will be creating a guest account soon so can somebody please tell me what the solution is? All I want is to save or delete a file without any restriction be it from an administrator account or guest account.

So strange. The only thing I can think of is for you to go to This Computer, then right-click on each first level sub-folder on each drive, then click on Properties- to see if by chance they are set to read-only mode.

There are various permission and user settings, but you shouldn't have to go there first.

I think I solved this problem for my admin account by right clicking on each partition-> Security tab -> change permissions. The current owner of every drive was SYSTEM. I changed the ownership to administrator account. That worked & IE then allowed me to save files without that irritating prompt but I am not sure if that solved the problem for very account that I would create later on.
