How to change default drag and drop cursor

i've noticed with several windows programs when i attempt to drag and drop, windows will display a simple unavailable cursor

or an allowed cursor

(respectively)
this includes ms word and firefox
does anyone know where the default cursors for this are?

,I could be wrong ,but that looks like a cant be move here cursor ,not unavailable, simply put, you cant move item to the location you are trying to move it

I'm sorry, you must have misunderstood my question

my question is, how do i change the default drag and drop cursors displayed. for example i want to change the unavailable cursor to "unavailable.ani" in my custom theme
